All four tiers must be supplied together — thresholds are validated as a set (strictly increasing by rank). code and rank are never changed by this endpoint.

📄️ Get an agency's effective tier ladder and overrides

Effective ladder = global defaults merged with this agency's overrides. The raw override rows show exactly which fields are overridden vs inherited.

📄️ Upsert an agency's override for one tier

A field sent as null reverts that field to the global default for this agency. Rejected if the resulting effective ladder would not have strictly increasing thresholds by rank for this agency.
