Upsert an agency's override for one tier

PUT 
/api/v1/admin/agent-loyalty/groups/:agentGroupId/tier-overrides/:tierCode

A field sent as null reverts that field to the global default for this agency. Rejected if the resulting effective ladder would not have strictly increasing thresholds by rank for this agency.
