Replace the full excluded-agencies set

PUT 
/api/v1/admin/agent-loyalty/exclusions

Send the complete set of agentGroupIds that should be excluded. Ids omitted are un-excluded; new ids are excluded; ids unchanged keep their original audit fields. Fits a checklist-style admin UI where the whole set is re-selected and saved in one action.
