POST 
/api/v1/pms/push/broadcasts

Validates and queues the broadcast; it goes out in the background within moments, in batches of 500 devices. title is the notification title and subtitle its body. ctaText/ctaLink go together; the link is an app route such as /pdp/{listingId} or /bookings/{bookingId}, or an https:// URL. Images must be https:// — upload them with POST /image-upload-url first. bannerImageUrl (optional) is shown on the CRS homepage until bannerUntil (UTC).
