Update availability, rates and restrictions

PUT 
/api/v1/pms/staah/partner/availability-rates

Sends a partial update: only the fields present on a date are changed, and STAAH skips values equal to the stored ones. Every date in one request must fall inside the same 14-day window, and a (roomId, date) pair must not repeat.
